Pakistan's Flood Warnings and Peru's Day in Court
Pakistan and Peru show two very different responses to the same root cause: a warming atmosphere destabilizing mountain ice - one through a stream of emergency alerts, the other through a decade-long lawsuit.
Pakistan holds more glacier ice than any country outside the polar regions, concentrated in the Karakoram, Hindu Kush, and Himalayan ranges in its north. This makes it one of the world's most exposed countries to glacial lake outburst floods (GLOF), which is the sudden, violent release of water when an ice- or debris-dammed lake fails.
Through 2026, Pakistan's National Disaster Management Authority (NDMA) issued a near-continuous stream of warnings as conditions worsened. In one advisory covering the northern regions through early July, the agency stated plainly:

"This significant warming will substantially accelerate snow and ice melt in the glaciated
valleys of these regions," warning that existing glacial lakes could rapidly expand and new ones could form from the volume of meltwater involved.
The National Emergency Operation Centre, a separate body coordinating the response, echoed that urgency in its own bulletin, telling provincial authorities that rising temperatures "may accelerate snow and glacier melt in Gilgit Baltistan and Upper Khyber Pakhtunkhwa, heightening the risk of GLOF incidents." Assessments cited in that reporting put more than 7 million people in the country's vulnerable northern regions within reach of a potential GLOF.
What's gone wrong isn't a lack of warnings. Pakistan's disaster agencies now issue them almost every season and have told residents to watch for signs like sudden changes in stream color that can signal an outburst already underway. The problem is scale: the sheer number of at-risk glacial lakes across the Karakoram and Hindu Kush, combined with the remoteness of the valleys below them, means monitoring and evacuation capacity still lags behind the size of the exposure.
Pakistani officials raise a point in nearly every public statement on the crisis that frames the injustice at the center of it: the country contributes less than 1% of global greenhouse gas emissions yet bears a disproportionate share of the resulting damage. Closing the gap between warning and protection, officials and outside monitors agree, means expanding lake-level sensors and satellite monitoring across more of the country's glacial lakes, pre-positioning rescue equipment before heatwaves rather than during them, and securing more international climate finance so adaptation costs don't fall entirely on a country that did little to cause the warming driving the risk.
Elsewhere, in Huaraz, a city of more than 100,000 in Peru's Ancash region, farmer and mountain guide Saúl Luciano Lliuya lives more than a mile below Lake Palcacocha, a glacial lake now holding roughly 35 times more water than it once did as the Palcaraju glacier above it retreats. A similar lake in the same valley burst in 1941, killing thousands a history that makes the risk immediate rather than theoretical for people living below it today.
Gerard Roe, a University of Washington earth scientist whose research was submitted as evidence in the case, described the cause in stark terms to the Thomson Reuters Foundation:
"All of our analysis points to the fact that the retreat is essentially all due to the impact of human activities." His team found the glacier had lost half its length since the 1880s.
For decades, the companies whose emissions contributed most to that warming faced no legal obligation to help communities like Huaraz manage the resulting risk, even though the risk grew directly out of their historical output.
In 2015, Lliuya sued RWE, one of Germany's largest energy utilities, arguing the company should bear a proportional share of responsibility; a German court in Hamm agreed in 2017 to examine the underlying science, an unusually significant step that kept the case alive for years, though RWE has consistently argued no single emitter can fairly be held liable for a global phenomenon.
Carroll Muffett, president of the Center for International Environmental Law, who has tracked climate litigation worldwide, explained why the case matters regardless of its outcome:
"This is a really important step forward," he said, pointing to how climate attribution science is steadily improving at connecting a specific climate risk to a specific climate polluter.
Beyond the courtroom, researchers point to what still needs to happen regardless of the verdict: continued investment in glacier and lake monitoring across the Cordillera Blanca, climate liability and finance mechanisms that connect major emitters to frontline adaptation costs, and support for communities already coping with secondary effects, like streams turned toxic by newly exposed, metal-rich rock and crop pests spreading into areas once too cold for them.
